SROA enters fourth round of fund allocations

Archived article from Dec 11, 1998

By Phyllis Gottlieb

In its first three years, the Strategic Resource and Opportunity Analysis (SROA) program has redistributed more than $12 million to support 75 of the university's strategic-planning priorities, according to new figures released by the university's Committee for the Future.

"SROA projects are already making significant contributions to our research, instruction and service missions, and are generating new external public and private funding to support their continued growth," said President Francis L. Lawrence. "I am very pleased to report that, to date, more than $79 million in external funding has been generated by SROA-supported programs."

SROA, which annually redistributes $4 million in administrative savings to academic prior-ities, is an outgrowth of the university's strategic plan, "A New Vision for Excellence." That plan identified academic growth areas comprising cross-disciplinary programs throughout the university. Implementation committees were then established to develop and nurture high-priority programs.

The heads of these implementation committees, along with top administrators and the executive director of the Rutgers University Foundation, constitute the Committee for the Future, which is responsible for reviewing proposals for funding.

As the university begins the fourth round of SROA allocations, the program's mission remains the same: to "jump-start" the university's strategic priorities by investing in key areas that demonstrate potential for significant growth, said Hans Fisher, chair of the Committee for the Future. "The process is dynamic and new perspectives are always welcome," he said.

"Our goal is to bring the university to a new, higher level of distinction," Fisher continued. "We have therefore adhered to guidelines designed to carefully target our limited available resources."

The 12 implementation committees are currently considering proposals that:

-- focus on the academic areas identified for growth in the strategic plan; -- build on interdisciplinary, intercampus and interinstitutional links in innovative ways;

-- have the potential to leverage small amounts of seed money into substantial external support.

After an assessment of the SROA program to date, Fisher noted, "The Committee for the Future determined that by funding a smaller number of projects at a higher level per project, we can focus our allocations so as to have a greater impact on our academic growth and excellence."

The implementation committees will complete their review of SROA project proposals by mid-February, and final funding decisions will be made by April 1. Faculty who wish to apply for SROA monies should contact the appropriate implementation committee chair as soon as possible.
